Welcome message
from the FIDIC president and CEO

and revitalising their economies in the face of growing economic and political uncertainty and the ever-
present challenge of the global climate crisis, the responsibility on engineering and construction professionals
to deliver the goods has never been more sharply posed.
As a result, our 2023 FIDIC annual Global Infrastructure Conference on 10-12 September in Singapore takes
place at an important moment for the international construction industry, as it prepares to plan, develop and
deliver the strategies and solutions the world needs to deliver the infrastructure that will build economic and
social prosperity and improve people’s lives.
Once again this year, it’s fantastic to be meeting face-to-face to discuss and debate the challenges we all face
and to map out strategies and solutions to address those challenges. The conference theme, Infrastructure –
there’s no time to lose: Sustainable global (and local) strategies to build a better world, highlights the
urgency of the need to invest in infrastructure in a sustainable way at a local and national level so that we can
improve the global environment that we all depend on.
As always at our annual events, FIDIC has assembled a high-profile line-up of expert speakers from a range of
influential global organisations to speak at the conference. The event will also see the world’s premier
engineers and other stakeholders from the global construction and infrastructure sector gathering in
Singapore as part of an unparalleled global meeting place for our industry.
During the conference, attendees will hear from global leaders and influencers who will address the key issues
our industry faces and offer their insights and opinions to an international audience. Global challenges need
global solutions and that is why this international conference is so important.
As well as taking part in the key conference sessions, panels and forums, attendees at the FIDIC Global

Infrastructure – there’s no time to lose: Sustainable global (and local)
strategies to build a better world
As governments around the world identify investment in infrastructure as
being key to rebuilding and revitalising their economies in the face of growing
economic and political instability and the ever-present challenge of the climate
crisis, the responsibility on engineering and construction professionals to
deliver the goods has never been more sharply posed.
The 2023 FIDIC annual Global Infrastructure Conference takes place at an
opportune and pivotal moment for the international construction industry, as
it prepares to plan, develop and deliver the strategies and solutions the world
needs to deliver the infrastructure that will build economic and social
prosperity and improve people’s lives.
The conference theme will stress the urgency of the need to invest in
infrastructure in a sustainable way at a local and national level that brings

The conference will take place at Raffles City Convention Centre. From this city
centre location, delegates can enjoy convenient conferencing facilities,
comfortable guest accommodation and an ideal base from which to explore the
many sights Singapore has to offer.

Taxis are available for hire at the taxi stands in the Arrival areas of Terminals 1, 2,
3 and 4. A ride to the city takes about 30 minutes and costs between S$20 and
S$40. All fares are metered.
There is an additional Airport Surcharge for all trips originating from the Airport.
Public transport
Closest train stop - City Hall.
Take the train from Changi Airport MRT Station (CG2) to Tanah Merah MRT
Station (EW4), then transfer to the East West Line towards Tuas Link MRT Station
(EW33). Stop at City Hall.
Alternatively, you can take bus 27 and stop at Tampines Stn/Int - bus stop is
located at the basement bus bays Terminals 1,2 and 3. Then transfer to the East
West Line train towards Tuas Link MRT Station and stop at City Hall. From here is
a short four minute walk to the conference venue.

Parking is available under Raffles City Shopping mall. FIDIC has a number of
complimentary parking spaces available valid for 24 hours. Parking tickets can
be collected at the FIDIC welcome registration desk.

Tickets are single-use, valid for the specified period only.
•
Do remove Cashcard from IU before approaching exit gantry.
•
Tickets are complimentary for first 24 hours. Additional parking charges, if

FIDIC will have staff available to assist conference attendees at a welcome booth
located in Terminal 3 of Singapore’s airport on Saturday 9 September and
Sunday 10 September from 09.00 - 21.00 SGT.

Travellers seeking to enter Singapore should comply with the prevailing Public
Health as well as Entry Requirements listed here.
All travellers must fill in the SGAC declaration up to three days before
arrival. Only Singapore Citizens, Permanent Residents and Long-Term Pass
Holders entering via land checkpoints do not need to fill in the SGAC.

FIDIC Future Leaders Awards 2023

FIDIC Project Awards 2023

Louis Prangey Award
The Louis Prangey Award, the highest recognition for dedicated service to FIDIC, was
named after the founding FIDIC president, Louis Prangey and is given to a person who
has rendered significant service to FIDIC and/or the profession of consulting
engineering and who exemplifies the objectives of FIDIC.

commitment and contribution to FIDIC’s initiatives.

She has hosted events attended by the president and prime minister of Singapore
and has also travelled to Hong Kong to host the DigitalGlobe APAC Awards –
Humanitarian Award.
Other global events presented by Sylvia include The Greater Bay Area Travel

STS Forum ASEAN-Japan Workshop in Singapore, Fortune
Times Award and the Third Forum of Ministers and Environment Authorities of
Asia Pacific.
Sylvia is used to moderating at high-level events such as Conversations on
Singapore Women’s Development with the Singapore minister for communications
and information & second minister for home affairs.
She holds a BSc in Management (Hons) from the University of London and is a
highly sought-after master of ceremonies at events which require a professional
approach where the audience is well engaged with the issues under discussion.
Sylvia is effectively tri-lingual (English, Mandarin and Cantonese) and she is high

FIDIC is transparent and accountable to its members, stakeholders and clients.
Information on the deliberations of our board, committees and task groups are
made available via the FIDIC website and we issue regular press releases and
statements on FIDIC’s work.
FIDIC is governed by a set of statutes and bylaws which have been agreed by
member associations and are updated as required and ratified at the General
Assembly Meetings (GAM) during the annual conference.
These statutes and bylaws govern a range of issues including membership, the
election of the board and the running of various committees and operations.

FIDIC organises its annual Global Infrastructure Conference in collaboration
with the local association ACES (Association of Consulting Engineers Singapore)
to furhter its goals. This conference is the major international event of the
consulting engineering industry. The venue of the conference changes
continent and region every other year to ensure global representation. The
conference brings together the world’s premier engineers and infrastructure
stakeholders from across the globe.

FIDIC’s first media partner for the conference is Infrastructure Global (IG), the
